Joint Venture Company
Torbay Council is looking to improve the level of service that it provides to the local community and believes that the establishment of a Joint Venture Company (JVC) is a major opportunity to contribute to the delivery of the Mayor’s commitment to a clean, safe and prosperous Bay. The JVC will help deliver this aim by:-
- growing the existing services
- attracting external investment
- improving the service to customers through innovation and
- increasing employment opportunities.
A review was undertaken in response to the recognition that key strategic drivers exist, which will affect the future operation and sustainability of the business unit and the services that it provides to the rest of the authority and ultimately the community. The review carefully considered the views of stakeholders to identify an option which sought to improve the quality of service. The review recommended the establishment of the Joint Venture Company.
What services will the JVC deliver and to whom?
The services provided by the JVC will comprise highways maintenance, small civil engineering works, building maintenance, building cleaning, landscape and grounds maintenance, street cleaning, general cleaning activities, fleet management, vehicle maintenance and MOT station, control room, sub-contract management and supply chain management, waste collection and waste processing and transfer operations.
The JVC will deliver services to the residents of Torbay. It is also likely that the JVC, whilst being based in Torbay, will look to extend its business to other organisations in Torbay and in other parts of the South West.
What is the length of the contract with the JVC?
An initial ten year contract length with a potential for three five-year extensions.Therefore the contract could be up to a maximum of 25 years.
