Overview and Scrutiny
The main purpose of Overview and Scrutiny is to hold the Council’s decision-makers and partners to account and improve services for the people of Torbay. Overview and Scrutiny acts as the Council’s watchdog – monitoring and challenging decisions taken by the Mayor and other key decision makers. To help improve services we also review existing policies, procedures, and practices. Our responsibilities include providing a scrutiny function for local NHS Trusts.
Overview and scrutiny is not an inspection process but is a positive way of looking at an issue from an independent point of view, highlighting areas that work well and suggesting where improvements can be made. How well are we doing?
In early 2009, the Improvement and Development Agency (IDeA) were invited to undertake a fitness check of how Overview and Scrutiny operates in Torbay.
In response to this fitness check an Action Plan was agreed by the Overview and Scrutiny Board. In line with this Action Plan, over the coming year Councillors will be focusing on issues such as communication engagement with the wider community and reviewing the big issues which impact on the lives of the Bay Family.
