The Devon and Torbay Local Transport Plan 2011-2026 sets out how transport should be delivered over the next 15 years. It is the adopted Council policy document on transport and guides all transport development.
The document is split into two parts. The Strategy document covers a 15 year period and sets out how improvements to the way people move around across all modes of transport will be achieved throughout the County (excluding Plymouth)
The Implementation Plan for Torbay covers a 5 year period from April 2011. A further two Implementation Plans will be created during the Strategy period each setting out proposals for delivery in the future. The current Implementation Plan sets out how the Strategy aims will be delivered in the three towns of Torquay, Paignton and Brixham. It lays out the likely funding that will be received to improve transport services and what this will mean for each mode of transport.
Specific projects are not included in the Local Transport Plan, as they will be developed on an individual basis separately, using the Transport Plan as a foundation to ensure any transport scheme meets the aims and vision of the Council.
The plan was developed over an 18 month period and has been shaped by both national aims and local priorities. Both key stakeholders and members of the public have been involved in identifying the transport needs of the area. The outcomes of this are summarised in the consultation report below.

Habitats Regulations Assessment: Stage 2 Appropriate Assessment - April 2011
This HRA Report sets out the findings of the Appropriate Assessment to determine whether the Torbay Council LTP3 Strategy and Implementation Plan either alone or in combination with other plans or projects, is likely to have a significant adverse effect on the range of Natura 2000 sites located within the immediate surrounds of the Unitary Authority area.
